Frontage Levies
Under Section 432(1) of the City of Winnipeg Charter, Council may by by-law impose frontage taxes, which must be charged separately and apart from other taxes on real property.
Council must establish a uniform rate to be applied throughout the city for each frontage tax imposed. Currently frontage is based on a property fronting on a street that contains a sewer main or water main.
The table below shows the current frontage levy rates:

Calculation of the frontage levy is based on the length of the boundaries (frontage) of the property that fronts or abuts any portion of the service. That measurement is then multiplied by the applicable rate to determine the total frontage levy for the property.
Example:
A property has a frontage measurement of 50 feet for both the water and sewer main.
The calculation is:
50 (frontage feet) x $1.80 (water rate) | = $90.00 |
50 (frontage feet) x $5.15 (sewer rate) | = $257.50 |
Total Frontage Levy | = $347.50 |
