Penalties and Charges

Penalty Rate:

Business taxes that remain unpaid after the payment deadline date are subject to penalties at a rate of 2.5% for all months except the month of August when the rate will be 7.5% for the current year business taxes. Penalties are applied against outstanding taxes on the first of each month.

Property taxes that remain unpaid after the payment deadline date are subject to penalties at a rate of 2.5% per month. This penalty is applied against outstanding taxes on the first of each month except for the month of September, when the rate will be 7.5% for current year property taxes.

Taxes owing from prior years are subject to monthly penalties of 2.5%, applied on the 1st of each month for all months from January to December, on any outstanding arrears balances.

For taxes paid by mail, payment is deemed to have occurred on the date of the postmark on the envelope in which the payment was enclosed.

Payment due dates are in effect and will apply even where those dates fall upon a weekend or holiday. The deadline for payment without penalty will not be deemed to have been extended. In such cases, the payment is to be made on the last business day before the due date.

Penalty Rate (Tax Sale):

In cases where a property has been sold for unpaid taxes, a penalty equivalent to 10% of the amount for which the property was sold in Tax Sale will be added on the date of the Tax Sale.

A penalty of 2.5% will be applied on the first day of each month following the date of the Tax Sale. This penalty is added to the amount for which the property was sold in Tax Sale.

Returned Payment Fee:

If the bank does not honour your cheque or T.I.P.P. payment and returns it to us, there will be a service charge added to your tax account as outlined in the City of Winnipeg Fees and Charges Schedule. In addition, if you miss the payment deadline date because of a returned cheque, the late penalty charge will apply.

Other Administrative Charges:

There is no TIPP application fee for this service if you start the plan on January 1. However, if you join TIPP after January 1, a one-time 2% late payment fee will be applied on the missed instalment payments. The missed instalments together with the late payment fee can either be paid at the time of application or be included in the remaining instalment payments for the year.

An administrative charge will be applied in cases where additional amounts are added to the property tax account for collection purposes. These additional amounts may include, but are not limited to, unpaid water bills, noxious weed and board-up charges.
