What is reassessment?
A reassessment is when the City reviews your property’s value for tax purposes. That can happen any time the City’s Assessment and Taxation believes you have made a major improvement to your land or buildings or when the City does a general assessment (general reassessment).
What is a general assessment (general reassessment)?
A general reassessment is when the City checks the value of everyone’s property. The Province requires the City to do this every four years and base it on “current market value”.
Why does the City do regular reassessments?
Having your property regularly reassessed means its assessment reflects its recent market value. So, if your property’s value rises or drops, so will your assessment. Before the Province changed its assessment legislation in 1990, the City seldom did reassessments so property values changed, but assessments did not. The meant properties which no longer had high values still had high assessments, while those which had become more valuable still had comparatively low assessments and therefore paid lower taxes.
When can I expect to receive my 2010 Property Assessment Notice?
The 2010 Property Assessment Notice will be mailed on Friday, June 5, 2009.

Preview Letters
The Assessment and Taxation Department is required by law to reassess the value of all property in the City of Winnipeg every four years. This reassessment will be based on market values as at April 1, 2008 and it will come into effect for the 2010 tax year.
Starting in October 2008 the Assessment and Taxation Department will be sending out preview letters in order to advise property owners in Winnipeg what their preliminary estimate of value will be for 2010.
There will be a number of opportunities for you to discuss the newly assessed value of your property with us prior to receiving your Property Assessment Notice in June 2009. The information you receive from our staff at scheduled open houses could save you the time and effort of filing a formal appeal.

If you have any questions about your preliminary estimate of value and you would prefer to speak with an assessor in person, please visit the Assessment and Taxation Department Open House in your area. We'll do our best to answer your questions.

Commercial
There are approximately 12,000 commercial properties in the City of Winnipeg. The market value reference date for the 2010 Realty General Assessment is April 1, 2008. Preliminary “Preview” values are becoming available by property type starting in January 2009. The public commercial preview program consists of a preview letter, the 311 Call centre and our web site.
Preview letter will indicate the preliminary 2010 assessment values. The letter will contain a User ID and password allowing the property owner to access detailed property information on the department’s web site. Owners are encouraged to first visit the web site for property details and general information regarding the 2010 General Assessment. If you have specific questions regarding valuation of your property, please contact the 311 Call Centre and they will have one of our valuation staff contact you directly.
